Neoliberalism is probably at the face of a terminal crisis. However, it still continues to play a central role in structuring international relations and has also gained new relevance, in the attemps of some countries such as Argentina and Brazil to resolutely return to the parameters specified by the model. Deepen the different forms it takes in various countries is neccessary to distinguish the way in which neoliberalism structures the matrix of international economic ties. The main objective of this work is precisely to address the more general guidelines to characterize its two main forms, which we will call neomercantilism and financialized neoliberalism. From there, the characteristics of the link established between countries that adopt the different variants are analyzed, concluding that both forms are intertwined in a deeply asymmetrical and unbalanced international link. It is a deepening of the link between development and underdevelopment, which has a fundamental role for a growing international polarization, but also within national states. Finally, some novel aspects introduced by a crisis that anticipates the collapse of the neoliberal model are addressed.
