The technological war between the United States and China, in which other powers of high or medium development participate, accelerates the technological progress of the most capable countries and companies. This causes a growing relative lag in economic, strategic and social terms, of the least developed countries -including those of Latin America- which make less effort in educational, scientific and technological development.
