Abstract

Among the challenges that terrorism imposed on States is establish the distinction between citizens and terrorists. The identity of some and others is not longer guaranteed by topics such as family genealogy, physiognomy, education or nationality of the individual but, precisely, these attributes has shown to be obsolete to contribute to what it usually conceptualized as National Security. The present article addresses these issues and some consequences that suppose, for society, being contemporaneous at a time in which the human capacity to recognize the human, in ourselves, is questioned.
