Abstract

This article presents ethnography of the political process that took place within the framework of the humanitarian emergency and social mobilization, mediated by the earthquake that occurred on September 19, 2017 in Mexico. Public policy around the earthquake led to the social struggle that the affected population undertook, who during their mobilizations built a language of protest to communicate their position and perspective in response to the Reconstruction Program proposed by the Government of Mexico City.
