There are, for the first time in all South America, democratic governments to which globalization presents different challenges. Incorrectly identified first with neoliberalism, globalization reenacts the problem of building the democratic order. The expulsion of the market, a product of economic changes, not only exacerbates existing differences, but creates new ones, questioning in this way social integration and the formation of the citizen. While lacking of proper channels to insert their demands, these societies accumulate forms of violence that prevent them from a peaceful conflict resolution. But globalization, with the acceleration of time, also opens the possibility of unleashing another authoritarian facet. Relying on the need to make decisions as quickly as possible, the executive may take precedence over the other organs of government, while it takes decision only for himself, avoiding the involvement of Congress. In this way, the lack of trust in democratic institutions and the imbalance of power are promoted in the political dimension, situation that in the case of strong executives dangerously leads to the increase of presidentialism.
