Abstract

In 2009, the Congress passed a law on audiovisual media services which replaces the Broadcasting Decree issued in 1980 during the military dictatorship and amended by subsequent constitutional governments. The process of debate and construction of the possibilities of this change began after the restoration of constitutional government in 1983 and the first attempts to reform the old decree-law and continued in the 1990s in front of the accelerated concentration of ownership media. However, in those two decades the reform was not made. Instead, after the 2001 crisis, deepened and accelerated the process of demand for democratization of the media system and of the expanding conditions of possibility to achieve legislative reform, wich was finally won in 2009. This laid the basis for formulation and implementation of democratic communication policies. Here we analyze these acceptability building strategies of the proposal in relation to the social partners that produced it and the conditions in which they occurred
