Abstract

In this article we propose to revise last three decades adopting as route of entry the tense and complex relation between democracy and condition in this space. The experience accumulated in these years teaches that any reform of the condition, it is to reduce it - as in the 90-, or to rehabilitate it - as in the present-, cannot be evaluated isolation but considering other aspects that should indicate us if it favors or not, the development of the democracy. The review that the article tests on this period tries to highlight that in a democracy, the condition is submitted to certain requirements and that a balance sheet on his performance must have as possible horizon, the construction of a democratic estatalidad. Though today certain consensus exists in accepting that the democracy needs from the condition, also we know that more been he does not assure better democracy.
