Abstract This paper focuses the Parliamentary Blow started to Lugo in Paraguay in 2012 as effect of the full deployment of the neoliberal devices post 2001 in Latin America. If already they are not the military men those who force the democratic system, since in the 20th century, assuring the continuity of social exclusive counterfoils to hold the neoliberal alliances - that they helped from the years 60-, it is necessary to ask: those who are today and will they be the «democratic» actors who throw the dice to assign the roles that correspond for the continuation of this mission? The speech that was constituted to give him legitimacy turned in hegemonic revealing a logic of joint of dispersed identities and of seemingly divergent interests, which crystallized and they crystallize in practices which sense is given by a particular construction of the neoliberal subjectivity. In this order the explanation of the Blow needs an analysis of the senses with which the actors shape a plot that it distinguishes in the mentioned country, the forms that the capitalism dependent on the region adopts in every historical context.
