Abstract

Leave the political, economic and social crisis opened in the years 2001 - 2002 in Argentina, involved a process of reconstruction and re significance of the state, capabilities, roles and actors, from the hand of the formation of new mediations between it and civil society. Among these new mediations unemployment movements emerged as agents capable of organization, coordination and channeling the demands of civil society mobilized. With joining the management of social programs emerged in the territory management styles and individual rationalities entered tension with institutional traditions. This article describes the experience of Barrios de Pie movement in the district of the Federal Capital and Greater Buenos Aires is analyzed in relation to their participation in the implementation of three national unemployment assistance programs for the period 2002 - 2011 in this context the management style was characterized by the formation, consolidation or organizational crisis as "window state" in the territory. The consolidation of the MDS as mediators between the state and civil society was part of the political debate on the direction of the development model. In this dispute management experiences in the territory with their practices, knowledge and management styles illuminate micro aspects of a phenomenon ignored by academic analyzes
