The Tenants' Strike was the culmination of a social movement of struggle for lower rents and better living conditions. In 1907, this movement led to a strike process by the tenement owners in Buenos Aires, but it radiated its influence to cities like Rosario. In this one, the movement was organized and led by the Federación Obrera Local Rosarina (FOLR), characteristic that will differentiate it with what happened in Bs. Another particularity that the situation will present is that the movement will receive the approval of the local press until it presents a turn in its future by declaring its support for the general strike, at which time the press will adopt silence as an opposition editorial policy.
