This article analyzes, from a local scale approach, the employment policies implemented in the Municipality of Rosario during the FREJULI government (1973-1976) and their relationship with the lobbying and negotiation abilities of party and union actors who disputed power within the municipality. It demonstrates how the measures that promoted public employment and job stability were regularly used to resolve political and union disputes at the local and regional level that resulted in the control of certain spaces within the municipal administration.
