Abstract

Bajo de Véliz is a rural area near Santa Rosa del Conlara (province of San Luis) that has very particular natural characteristics, and has recently gone through a socio-territorial process of great richness for the analysis of tourism. In 2002, the provincial government decided to pave the route to the area, and turn it into a protected natural area. This decision had a detrimental effect on the local population since it involved expropriation of lands. As a consequence, peasant families against these measures formed organizations that favored tourism. The aim of this work is to analyze the process undergone by the Bajo de Véliz to become a tourist attraction based on the joint action of the provincial government, tourist entrepreneurs, and the local population. Likewise, from a territorial point of view, this process is considered to be a "laboratory" of the territoriality of tourism, i.e. a striking case for the debate on rural tourism. Different press and official sources were analyzed, and field work was carried out including direct observation, photographic records and interviews to different actors.
