Policies on habitat and urban areas driven by various government levels in response to the COVID-19 Pandemic take on unique characteristics in each locality. Bahía Blanca is no exception. The objective of this work is to analyze the policies applied in this city in the context of the pandemic, using qualitative methodology. The aim is to understand the unique characteristics of these policies, whether they show continuity with previous practices, which actors are involved and whether they are coordinated. This investigation will enhance our knowledge on urban and housing policies in a specific territory and deepen the competences held by different government levels in the area. The main findings of this investigation are as follows: a) the interference of the National State in habitat issues has been strengthened; b) the Municipality has taken advantage of the increase in interventions, especially financial support from higher levels of government, for infrastructure and neighborhood integration projects; c) the policies have not been innovative, comprehensive, or articulated; d) the idiosyncrasy of Bahia around water scarcity, urban gaps and the lack of updated planning, play a decisive role in the implementation of these initiatives.
