Abstract

PETITTI*, Eva Mara. Estado, políticas públicas y funcionarios en Entre Ríos. El caso de un programa de desarrollo rural (1978-1992). Poblac. soc. [online]. 2020, vol.27, n.1, pp.89-113. ISSN 1852-8562.  http://dx.doi.org/https://doi.org/10.19137/pys-2020-270104.

This article examines the Program for the Expansion and Improvement of Rural Education as a gateway to study State and public policies based on its officials, norms and constant institutional adjustments in a context of strong political transformations. It will also study modifications in the organizations responsible for implementing the program, the links with other offices and the scope for action of those in charge. The Province of Entre Ríos is studied in depth because it has been one of the provinces that included more schools and where the program lasted longer.

Keywords : Rural education; State; Public policies; State officials; EMER Program.
