Abstract

This paper studies the territorial fragmentation of Rio de la Plata Viceroyalty through an example which took place during the transition between colonial and republican times. The secession of Tarija, department belonging to Salta province, and its incorporation to Bolivia run parallel to the Provincias Unidas del Rio de la Plata federalization process, was considered a symptom of anarchy by the rising liberalism. Between 1824-1827 Juan Manuel Alvarez de Arenales, a spanish military man of the Bourbon Enlightenment who afterwards became a liberal was at the time governor of Salta . He supported Rivadavia's policies and made an effort in maintaining the territorial integrity of the Rio de la Plata area since he considered that the independence was not yet consolidated. During that period, provinces stood for their sovereignty rights facing Buenos Aires hegemony, provoking a crisis which lasted for several decades.
