Abstract

The National Penitentiary Congress held in Cincinnati, Ohio, 150 years ago, had a decisive influence on the penitentiary and penological fields, both locally and internationally. Organized by Enoch Wines’ initiative, it was the starting point of the International Penitentiary Congresses. These congresses raised to the governmental level the exchange of penological ideas for the treatment of offenders. Its Declaration of Principles, many of which are still in force, were in some way the forerunner of the United Nations Standard Minimum Rules for the TreatmentofPrisoners, nowthe Mandela Rules.
