Abstract

MEDIAVILLA, María Eugenia. Alianzas público-privadas: repercusiones y toma de posición de la Mesa de Enlace frente al Plan Estratégico Agroalimentario y Agroindustrial, 2010-2020*. Revista SAAP [online]. 2013, vol.7, n.1. ISSN 1853-1970.

This article aims to depict the positions of different private actors involved in the agricultural sector -within the Mesa de Enlace-around a specific public policy, the Plan Estratégico Agroalimentario y Agroindustrial (PEA). By analyzing the main agricultural industry actors we study the State policies interacting with the private sector employers organizations, in order to explore the public-private alliances in the agribusiness field. The methodology combines the analysis of statistical and documentary sources such as newspaper articles, institutional publications, legislation, both government and agricultural representatives speeches and empirical research related to the subject. We conclude in the one hand that this public policy is an outstanding program because of its participatory elaboration, but in the other hand it represents an instrument that could not manage in advance the rejection of the most influential agricultural industry actors and the opposition coalition that was set up against it.
