The evolution of the design discipline has enabled that capacities developed by designers position themselves as a real contribution to the achievement of innovation. From this approach, the present text deepens and offers a characterization of variables, such as design, the capabilities of designers and design methods, as well as on innovation and the necessary characteristics for public innovation.

A descriptive exploratory study was developed to analyze various cases highlighted by its contribution to public innovation, both national and international, where it is possible to evidence the presence of systematic skills and methods used by designers.

From the analysis, we propose two instruments that allow, on one hand, to observe the presence of designers´ skills and, on the other hand, to evaluate their level of performance: a table with measurement indicators and a positioning map. Results reaffirm that design skills effectively contribute to the achievement of innovation and development of public policies.
