This paper aims to contribute to how, currently, local governments in Argentine intermediate cities manage their social housing policies. It proposed to do this through the systematization of critical and new knowledge. To achieve this, it proposes a series of operational guidelines that will allow local monitoring of habitat management for assessing the degree of local implementation of integral processes, integrated actions and partnerships directed to lower income sectors. It is hoped this will provide objective evidence to guide policy and decision making in ongoing government action or the design of future actions. It seeks to contribute to improving municipal capacity to manage housing problems, consolidating, optimizing and promoting new practices to overcome those presently applied.
