This paper discusses some conceptual perspectives that penetrate the definition of urban public space. They are identifed and defined in order to generate a proposal from which to study, interpret, explain and operate in this penetrated public space. In this direction, we review the concept of "penumbra", which allows us to propose a comprehensive and complex view of the problem of public space in this urban context. We explore the case of "habitantes de la calle" (street people) and we analyze several social dynamics which construct the public space and which are constructed within it. Finally we refect on the academic role of design and implementation of public urban policies related to these public spaces.
