In Argentina, in general, the process of registry, selection and allocation of social housing to the families in emergency housing situations , is complex, and is marked by tensions and conficts between the different actors involved. From a constructivist perspective, the objective of this article is to provide new analytical tools, both for the feld of study and the design and formulation of public policy processes, exploring the scope and limitations of a set of concepts pertaining to socio-technical. Analysis. We ask ourselves what problems identify the actors? What sentient powers are attributed to space and housing? Who offers solutions? What were these solutions? Who were leading the processes? Empirically, it refers to the confict arising from a social housing area of the Barrio El Martillo (Mar del Plata) when it is abandoned unfinished by the construction company, and is occupied, in 2008 and 2009, by the Familias Sin Techo (Families Without Roofs) group. Using primary and secondary information sources, different configurations of the process are identifed and some issues to bear in mind in the agenda of public housing policies are identifed.
