Abstract

This paper analizes the impacts resulting from a large scale binational hydroelectric dam, such as the case of Yaciretá, as it affected the city of Posadas (Argentina), Encarnación, (Paraguay) and other downstream settlements during the period 2003-2013. It was at this time that po-litical decisions permitted the generation of responses to the socio-environmental problems that delayed the construction of this mayor infrastructure, necessary for national and regions development. In this sense the paper highlights the fact that it is not possible to implement large infrastructure works, nor realize the processes of transformation of large and small ci-ties, without a framework of political decisions, coordinated with local governments and local societies. This is the context in which the significant transformation of territory is executed on the basis of new urban scenarios determined by the coastal protection works for the cities a revalorization of public space and landscape, which permitted the devolution of the pulation's access to the river and the consolidation of regional infrastructure which has generated a new alternative of internal, national and binational integration.
