This article takes up the debates of the 60s and 70s in Latin America, with particular emphasis on Argentina, regarding the primary role of underprivileged classes in the design and implementation of public policies regarding their habitat. . During these decades, and in the context of the processes of urbanization, different ways of conceptualizing the housing problem took root, focusing mainly on the analysis of social dynamics and transformations of urban spaces. firom this point of view, analyzing the ways in which recipients of public policies became involved in the problems that affected them - with regard to housing and habitat - remains a vital topic today in order to achieve processes of social transformation that will lead toward achieving adequate housing as a condition for a better quality of life for society as a whole.
