Environmental reforms and the displacement of population in buenos aires. Controversies over the opening of a towpath in the matanza-riachuelo basin The Matanza-Riachuelo Basin is a densely populated and environmentally deteriorated territory. In 2008, The Supreme Court ordered the implementation of an environmental cleanup to 'repair the dam-age' and 'improve the population's quality of life'. However, several of the policies undertaken have paved the way for territorial conflicts, especially one that aims to open a towpath all along the polluted riverbank. This involves resettling thousands of slum-dwelling families with a different sense of what 'reparation' and rights mean. The goal of this article is to examine the implementation of this policy focusing on the perspective of the people affected by the resettlements. We will analyze the role played by territorial organizations and state operators in conflict and their negotiations, and we will discuss the implications of this policy in terms of the demand for rights, especially the right to housing.
