Neoliberal property regularization of urban land. A central concern is behind this article: The implementation of urban land regularization programs that have been executed in Latin-American as an "urban reform recipe a la carte" (Delgadillo, 2014). Such programs have been operationalized by state apparatuses in areas of urban land where impoverished social sectors reside. In the last decades, these urban policies have become the predominant discursive field in urban studies based on the poverty paradigm. We highlight the fact that in many cases, these kinds of programs are an expression of neoliberal logic. In this study we have considered and questioned the massive program of Formalization of Property in Peru during the 1996-2000 period, sustained by the neoliberal criteria of Soto the economist,: What contradictions have evolved between formal land ownership and social sectors dispossessed of their housing conditions?.
