Recurring floods, emerging attachments to land, and inminent evictions. Habitation conflicts in the "La Vuelta del Paraguayo" neighboorhood of the city of Santa Fe, during the beginning of the XXI century. In this work we analyze the inminent conflict existing in the ways of settlement of the social groups that inhanbit the riparian territory located east of the municipal boundaries of the city of Santa Fe, within the alluvial valley of the Paraná River. We focus on the evident tensions of the La Vuelta del Paraguayo, neighborhood between alternative proposals for "relocation" and "convenient planning in coexistence with the river." As a main objective, we intend to improve our knowledge of the effects of "risk management" policies in the structuring of social relationships and identities. The general methodological approach is of a qualitative nature, combined with an integrated methodological strategy of documentary, ethnographic fieldwork, while articulating the different planes in a relational analysis.
