Water scarcity is a state problem in the drylands of the province of Mendoza, Argentina. Nevertheless, while the local Government makes water scarcity look as only natural, and as "everybody's problem", the different possibilities of access to water strike as a contrast that raises questions about the universality of the problem. This paper intends to rethink water scarcity from a multidimensional perspective that widens the biophysical approach. Specifically, we seek to analyze the official view regarding this issue, and from there to understand how this concept reinforces and legitimizes water and territorial inequalities in Mendoza. We resort to theoretical criticism tools regarding the hegemonic approach on the subject, as well as to the production of primary data by conducting in-depth interviews to public servants and residents, and through the analysis of official documents and local newspaper articles.
