Abstract

PEREZ, Sebastián  and  URCOLA, Marcos. Political Mobilization and Protest Agenda’s Building: Reflections About the Process of Family Farm Organization Within the Framework of The Foro por un Programa Agrario Soberano y Popular. Temas debates (En línea) [online]. 2020, n.39, pp.127-143. ISSN 1853-984X.

The first decade-and-a-half of the 21st century was characterized by the influence of MERCOSUR in the diffusion of public policy aimed at the promotion of family farming amongst its member countries. Since then, this concept has worked as a reference for the linkage between diverse agro-rural actors. In Argentina, this process increased the number of local associations that came together in Councils and Forums to debate about sectoral policy. The abandonment of family farming policies by the new national government elected in 2015 and the social and economic crisis of 2018 began a period of redefining interest amongst the actors involved in family farming, bringing about the creation in 2019 of the first ‘Foro Nacional por un Programa Agrario Soberano y Popular’ (National Forum for a Sovereign and Popular Agrarian Program). In this article we seek to reflect on the political mobilization processes that have converged in that forum, as well as to reconstruct the sectoral agendas resulting from this collective process. To this end, we analyze organizational documents and personal notes recorded during the National Forum and its provincial (state) version, the ‘Foro Agrario Santafesino Soberano y Popular’.

Keywords : Family farming; Collective action; Policy agenda; Agrarian Forum.
