Abstract

This article aims to analyse the orientation of state actions in the process of social production services to guarantee the Human Right to Water and Sanitation (HRWS). This issue will be addressed through the case study of the province of Santa Fe (Argentina). We hypothesise that a state management logic that guarantees the human right to water and sanitation is not achieved. To analyse this process, we consider the conceptual framework proposed by Jessop, which understands the State as a social relationship. We adopt a qualitative methodological strategy, based on the reconstruction of processes from the written press. We identified that the selective strategy promoted by the government reinforced the principles of the private logic of health service management.
