Abstract

The article aims to analyze the changes in the university system in the past decade based on an analysis of the main lines of government policies for the sector. We distinguish two main stages from 2003 to the present. In the first one, between 2003 and 2007, no major changes are evident, especially compared with the other educational levels and other areas of government. On the contrary, in the second stage, from 2007 to the present, three main lines of government policy for the university sector are identified: The plurality of guiding action programs in the universities, the expansion of the institutional offer, and the expansion of financing to students belonging to the most disadvantaged social sectors. We conclude that these orientations have reconfigured the university map in territorial and social terms, in the expansion of institutional coverage and social foundations of the institutions. We finally discuss about the main challenges facing that orientations to constitute real factors of democratization.
