Abstract

ACOSTA SILVA, Adrián. Políticas universitarias para el siglo XXI en México: Del ajuste institucional a la planeación conservadora. Propuesta educativa (Online) [online]. 2015, n.43, pp.65-74. ISSN 1995-7785.

In this paper, we argue that the policies of modernization of higher education in Mexico implemented at last three decades, they have meant a complex process of institutional adjusted behaviors of public universities to federal/government policies quality, assessment and differential and conditional funding and conditioned. The “government incentives” has become the central mechanism for policy management. The main idea to discussion that the effects of these institutional adjustment process have not resulted in a new policy agenda but remain strong lines of continuity with the inertia and university institutional performance routines that characterize conservative planning processes, without a policy is discussed clear future for university education.
