Since the seventies in the development countries and from the nineties in Latin America, there has been a recurring discussion about the axes or key "levers" should be applied to effect changes in the whole educational systems. Each effort in last decades: structural policy reforms, policy focused on production function, on human resources, among others, took principles and assumptions from theirs own "changes theories". Over the past decade, has appeared a new generation of policies and programs for which the unit of change would be school instead of the educational system. This article reflects on this model of change and tries to make an analytical exercise based on a case study of the Programa de Mejora Institucional para la escuela secundaria applied in a province of Argentina.
