In the last decade, specific reforms in the organizational model of secondary education have been neglected in Latin American countries’ agendas. However, subnational governments of countries where education is highly decentralized might offer important lessons regarding comprehensive reform processes focused in schools. This paper presents the case of two Brazilian states which conducted educational reforms in secondary school and achieved remarkable results: Ceará and Pernambuco. Similar strategies were implemented in both experiences. Among them, the development of full-time schools stands out, including extended school hours, full-time teachers and challenging initiatives for students. Moreover, Ceará and Pernambuco consolidated management teams focused in pedagogical development in their government ministries. Both states implemented reforms that empowered school principals by giving them more responsibility in the definition of improvement plans and that encouraged a movement for educational change which included constant support for schools and various stakeholders’ commitment. These actions demonstrated significant progress in the academic results of both states, as well as increased passing rates and decreased dropout rates.
