Abstract

DE REZENDE PINTO, José Marcelino. The policy of funds in Brazil for the financing of education and the challenges of equity and quality. Propuesta educativa (Online) [online]. 2019, n.52, pp.24-40. ISSN 1995-7785.

The article seeks to present an overview for a reader from abroad, an overview of education financing in Brazil, with a focus on recent constitutional fundraising policies (Fundef and Fundeb). The data indicate an important advance in equalizing student spending on basic education within and between federation entities, but are still far from ensuring an acceptable standard of education quality for all Brazilians. The projects under discussion about a permanent Fundeb open positive perspectives by giving constitutional support to the concept of Cost of Quality Education per Student Cost (CAQ) and by expanding the contribution of the federal government.
