Abstract

CASTRO, Lucía; HERNANDEZ, Melissa  and  OREIRO, Cecilia. Mechanisms for the elaboration, approval and allocation of the budget for ANEP in Uruguay. Propuesta educativa (Online) [online]. 2019, n.52, pp.97-110. ISSN 1995-7785.

The article presents a description of the mechanisms for the formulation, discussion, and approval of the national budget for public education under ANEP in Uruguay, the mechanisms for discussion and allocation of the budget to each education council, and, finally, the mechanisms for discussion and allocation of the budget to the schools of three councils. There is a high degree of centralization and fragmentation in the process of allocating education resources, with Montevideo being the place from which most budget decisions are made. Each education council has particular features that make the process of allocating resources to each school specific. Finally, in the case of secondary education, those elements that affect the resource allocation of an education centre are identified.
