Abstract

ARNAUDO, Florencia; IBANEZ MARTIN, María María  and  MORRESI, Silvia. Financing and efficiency of Higher Education in Argentina: a case study of National Universities. Propuesta educativa (Online) [online]. 2019, n.52, pp.139-150. ISSN 1995-7785.

The revaluation of higher education has led to an increase in the demand for educational services, which has been accompanied by the modification of the offer in terms of an expansion of the system and an increase in resources allocated to higher education institutions in Argentina. This situation leads to analyze if the results achieved account for an efficient use of resources. In this sense, the main objective of the work is to present a set of indicators that allow recognizing and evaluating, if the increase in expenditure destined to higher education is consistent with an improvement in teaching and research functions. In order to complete the objective, indicators for the National Universities of public management for the period 2003-2013 will be evaluated based on the Yearbooks published by the Secretariat of University Policies. The analysis of indicators shows, at least preliminarily, that the increase in public spending has been accompanied by a more efficient performance in both substantive functions of national public management universities. There is an improvement in the performance indicators analyzed, recognizing that this analysis should be complemented with quantitative and qualitative studies.
