This article analyzes the factors that helped CPE –a cooperative company in the city of Santa Rosa, in La Pampa- to become a relevant player in the info-communication market in its region in the process of convergence and concentration, understood as a multidimensional dynamic. This study is located in a field delimited by the studies of communication policies and the political economy of communications. From there, a methodological strategy was drawn up to achieve qualitative and quantitative data that enrich four developed explanatory dimensions: the historical-social one; the political-regulatory; the technological dimension and the economic dimension. The research concludes that the CPE established a lasting institutional identity, a historical social recognition, a clear political insertion, a technological vision and an economic-infrastructural solidity that contributed to develop a sustainable expansion strategy for its info-communication services and resist policies that historically placed it in conditions of inequality.
