This article reports the main results of a study on social protest in Río Cuarto, a medium-sized Argentine city, using the press as the main source of record. Particularly, we stop to analyze the 1998-2000 protest cycle. This period is characterized by the presence of governments of different political groups at the national, provincial and local levels that bring changes in public policies, especially economic ones, which have an impact on the functioning of public agencies and the community they serve. We focus on the protest actions carried out by state workers and the so-called "unemployed", due to the media presence that they marked in the run-up to the outbreak of 2001. Throughout the period analyzed, we note that, just as the actors, the same happens with the ways in which they make their demands visible in the public space, which range from the most traditional repertoires to more creative and innovative ones.
