This article reconstructs the production of diverse problems around the higher education question during the period 1955-1973. In particular, it covers the increasing demand for higher education, the overcrowding of national universities and the ongoing radicalization of the student's movement. What is more, it examines the way these diagnoses configured a new model of university in relation with development, in contrast to the revolutionary decourse. Thus it analyses not only the impact of the theory of development, as an atmosphere of ideas, in the bureaucratic- state and the higher education field but also the different circuits of production of the idea of new universities and their crisscross during the period of the so-called "Argentine Revolution" (1966- 1973). This work asserts that since the '70s, the different circuits of the idea of new national universities converged on a space of intersection, promoted by the government belief in the positive impact that the creation of new universities could have in the context of a critical political conjuncture. In the middle term, they hope to diminish, by means of a decentralization of the higher education supply, the real or potential risks of a student's agitation and conflict through the reduction of the student's concentration at traditional universities.
