Introducing a breakthrough in research on the proposal for adult literacy carried out the Government of the People’s Radical Civic Union headed by President Arturo Illia, which we will analyze the arguments to design and implement a national campaign that was aimed at reducing the number of illiterate people in 1.000.0000 in four years. The period under study may be included in a time frame of greater scope, the posperonismo, characterized by its social and political conflict by both its institutional instability, period known as "hegemonic tie". During the same is built, from the power both the plain, a confrontational political culture, based on a dialectic that combines repression and electoral proscription of peronism with the exercise of an electoral, democratic and liberal political discourse in unequal parts. In this context, we will establish the motives which prompted the Government to promote a campaign of characteristics unknown hitherto in our country.
