Nowadays in Brazil, the Children’s Education is the first step from Basic Education. However, the child’s education history is connected to philanthropy and the social assistance. If we consider the historical origins of childcare since the initiatives from the final of XIX century and during all XX century, innumerous changings have occured in this education, until it turns in children rights. This article investigates the children’s public education development inside Brazil, considering specially the city of Naviraí, in the state of MatoGrosso do Sul, from 1974 to 2005, since the origin of the first attendance’s initiative until the moment when the institutions were transfered from the Social Assistance to the Municipal Secretariat of Education. We searched signs of the changings in the children’s attendance in the Education Secretariat’s sources and documents, at a collection made of content’s edicts, municipal plans for education and teaching careers plans. In the sources we verify that at Brazilian cities located geographically far from the urban centers, the child’s education remains without orientation from the State, and the professionals who worked at kindergartens in the beginingstayed more time without comprehending the education as a right, as assured by the new legislation, and ignored the relevant advances concerning the changing processes of assistance to the education, which happened in slower and gradual pace.
