Abstract

GARCIA, Ariel. Dilemas de la regulación pública en el sector tabacalero de Argentina y Brasil: Un estudio sobre el FET y el PRONAF. Pampa [online]. 2010, n.6, pp.185-210. ISSN 2314-0208.

For at least a century, the global tobacco production takes place in a coordinated manner as a function of the strategies employed by leading companies of the sub-sector of leaf processing and industrialization of cigarettes. It is considered that these could influence the decision of “what” and “how” to regulate public policies as well as participate in the processes that lead to implement these policies-in stages as the design, implementation and change. The analysis of the FET and PRONAF been possible to analyze the mediating role of the state bureaucracy, as guarantor of the interests of dominant sectors in this case, as protector of corporate activity. In fact, after studying such public policy tools, it should be questioned about their apparent and actual beneficiaries.
