In this paper we set out to analyze the notion of social capital since several years it is used massively as an instrument of the public policies to try to solve the problem of the poverty and like hermeneutic handle to explain the success of poors’ organizations. From the analysis the social capital properties: promotion, operation, accumulation, measurement and transmutation, we will show that the implicit of the ideological ones behind this notion make difficult their use from Social Sciences.
