This article analyzes how the revisions of the conception of development in the previous decades implied a more complex approach in the traditional development thinking. Going critically into this conception supposes the in-depth exploring of a multidimensional subject. Thereby the study of the imbrication between the construction of the democratic citizenship and the integration of the gender perspective in the process of development becomes crucial. In this situation, Development Agencies can appear as key agents for an effective promotion of development in a democratic society such as Argentina.
