Abstract

In Colombia, Agrarian Reform Public Policy, issued in 1994, considered among its objectives, reform the agrarian social structure, and give land to beneficiaries, such as farmers, indigenous and afro-descendants groups, displaced people, and farming reserved zones population. However, during public policy implementation, between 1994 and 2010, increased the concentration of rural property. For public policy analysis, the model proposed by Knoepfel, Larrue and Varone was used. Also, qualitative social methodology and non-probability with convenience sampling, and avalanche process were used. In general, beneficiaries groups were lower compared to the outputs expected with public policy implementation, due to flaws in the selection of beneficiaries, budgetary reduction, lack of State support, influence of the armed conflict, among others. This problem prevents assuring a truly rural development in the country.
