Abstract

ROSSI, Virginia  and  NOTARO, Jorge. La Comisión Nacional de Fomento Rural y su resistencia como sujeto colectivo «alternativo» en el agro uruguayo (1999-2014). Pampa [online]. 2016, n.14, pp.59-90. ISSN 2314-0208.

The agro lives a time of profound changes and reappears, in this framework, the discussion of the role of family farming in Uruguay. This research conceptualizes this production and delves into the collective dimension of the concept of resistance in the actions of family farmers organized in response to the dynamics of changes in recent years, in particular the period from 1999 to 2014. It analyzes the measures taken by the Comisión Nacional de Fomento Rural in defense of the interests of family farmers, for what it gathers their claims and proposals, the support policies from the State, and its relations with other collective subjects and political organizations of Uruguay and Latin America. The results of the period show successes and failures, the main success indicator of the resistance, understood as continue living and producing as family farmers, are those more than 24 thousand family farmers that form the ministerial register of family farmers, which are most of the country’s producers. The demands of this organization did not prevent the process of concentration and foreign ownership, but slowed it down helping to increase the resistance of those who still remain, for example, organized in order to access land through the Instituto Nacional de Colonización.
