Abstract

The article analyzes the dynamics of inter–organizational networks for the social management of territorial development and the construction of solutions to humanitarian problems and challenges, based on the evaluation scheme of deliberative participatory decision–making processes proposed by Tenorio et. al (2008) and the valuation of territorial aspects in said management. Specifically, the Social Technology Network (RTS) existing in Brazil between 2005 and 2011 is studied according to the following theoretical categories: discussion process, inclusion, pluralism, participatory equality, autonomy, common good and territoriality. This is a qualitative, descriptive and interpretive exploratory study, in which different data collection techniques and primary and secondary sources are used. The existence of a deliberative instance (the coordinating committee) and another purpose (the National Forums) are verified in the inter–institutional interaction process of the Network. It is concluded that although the RTS presented a significant plurality, it functioned essentially in accordance with the strategic objectives of the financing institutions that are members of its coordinating committee.
