Abstract

This article describes the dynamics of the main forms of resistance to the adjustment policies deployed by the main state-controlled unions in Neuquén: ATE and ATEN, in the context of what is known as the criminalization of social struggles. Using union sources such as records of general meetings, white papers and balance sheets, the strategies of both unions are analyzed in relation to: the specific adjustment policies they experience, the forms of struggle against the prosecution of demonstrators, the vision of social order, internal debates and the differences that existed between the two organizations in building regional CTA, framed and conditioned by a novel context challenging the validity of street protest as a way to express demands.
