Abstract

Recent literature has identified international parliamentary institutions (IPI) as significant actors in contemporary international affairs. Simultaneously, scholars have gathered evidence about an opening up of international and regional organizations benefitting non state actors. The combination of both sets of observations provide an interesting opportunity for the study of parliamentarians’ role inside regional organizations particularly given the limited number of comparative analyses produced on the topic outside of Europe. Using the Americas as a case study, the paper offers a comparative study of the role of IPIs in the functioning of regional organizations. We first frame the analysis and then use this frame to assess the role of parliamentary associations followed by that of regional parliaments.
