The aim of the article is to analyze the impact that the global scale has had on the national one when incorporating bioenergies in the Argentine electricity market through the RenovAr program (2016-2019). The International Political Economy (EPI) of energy, from a Latin American perspective, takes on as a working hypothesis that the RenovAr weakly favored the participation of national actors and the development of their own technological capabilities, in such a way that it contributed to the uncritical adoption of the global bio-electricity wave and to a greater dependence on foreign actors and technologies. Our research strategy is framed within a case study in order to understand the opportunities and limitations of the expansion of the renewable energy market in a peripheral country.
